Our mission is to help individuals achieve self-sufficiency; to promote wellness sand community development through employment, education, and housing.
Our Primary Objective is To ensure the economic playing field is leveraged for low-income, hard –to-place urban populations, such as citizens returning from incarceration, substance abusers, TANF and SNAP recipients, as well as at-risk youths, by providing access to comprehensive, relevant job skills training, leading to immediate job opportunities, and long-term career opportunities.
VOCATIONAL ASSESSMENT SCREENING TOOL (THE VAST)
The VAST, administered through structured conversations, will appraise the individual’s work/training background, general functional capacities, and social/behavioral behaviors. In addition, the VAST will assess medical factors, educational background, along with work preferences, strengths, values, skills, abilities, level of motivation to work and potential barriers, in order to determine the client’s level of work-readiness.
CASE MANAGEMENT SERVICES
Our collaborative process with our clients assesses, plans, implements, coordinates/links, monitors, and evaluates the many options available to meet the expansive needs of our clients. By working with our clients, we are able to allow the client to remain in the driver’s seat, so to speak, in identifying and reaching his or her vocational goal. Our case managers:
Have a knowledge-base of available community resources in the event a client is in need of extensive services beyond employment;
Will link participants with appropriate resources in the community so that extensive barriers are addressed and remediated. These services may include, but not limited to mental health, substance abuse, legal services, and obtaining government issued identification;
Will oversee and monitor the progress of the client to ensure that the identified service goals and treatment are adhered;
Will coordinate their activities with designated agency representatives, e.g., Reentry Specialists and Parole to help assist the participant with adherence to supervision requirements; and
Case managers will conduct comprehensive job readiness services focused on enhancing skills needed to sustain employment.
We put people to work! We help clients choose, get, and keep a job. Our placement specialists have more than a combined 35 years of locating suitable employment for disadvantaged individuals. We pride ourselves on working closely with employers and building upon our database of employers so that we are able to find the best jobs to meet the needs of those we serve.

Street Outreach and Engagement
The process starts with engagement by our professional Outreach Specialists and supporting volunteers to persons living on the street or other places not meant for human habitation.
Our Outreach Specialists distribute food and emergency items to individuals, initially triage service needs, and gauge an individuals’ willingness for emergency housing placement. If the person is receptive to emergency shelter, our team transports them to shelter and ensures they have a follow-up appointment with our intensive Case Management Team the following business day.
Intensive Case Management
Picking up where the Outreach Specialists leave off, our Case Managers work with clients coming off the streets and into emergency housing to assess their health and social needs and identify barriers and strengths to obtain transitional and/or permanent housing. This process culminates in the co-creation of a housing stabilization plan.
The housing stabilization plan is a living document that guides the case management process and helps Case Managers assist clients to leverage strengths to overcome multiple barriers to obtaining housing. Depending on the complexity of an individual’s needs and the availability of community supports, the time spent in intensive case management may be as short as a week or longer than a year.
Housing Navigation and Placement
After Case Managers work to stabilize the client and they are enrolled in an appropriate housing program, our team works to search for appropriate and affordable housing that is affirming of the progress the individual has made.
Once a client has been successful in their housing search, our team ensures that the move from emergency or transitional housing to permanent housing is successful. We also support newly housed clients by connecting furniture and household items to celebrate their progress and protect against the indignity of moving into an unfurnished home.
Housing Sustainment and Skill Building
Once our clients are housed and working towards stability, we ensure they are able to maintain housing and continue to address any barriers that might impact their ability to maintain housing. During this phase, our team works to obtain supportive employment (if appropriate), long term/permanent disability, and meaningful activities (to include volunteering). The desired end-state for all of our clients is longitudinal support, as needed, to ensure that a life on the street is a memory of the past, never a future destination.

Covenant House New Jersey provides comprehensive residential care and related services to help New Jersey’s youth who have suffered from abuse, neglect, abandonment, homelessness, and human trafficking build a life for themselves that is good. We journey with our young people from the streets, to our Residential Crisis Centers, to our transitional living homes, and on to independent living in the community to help them break the cycle of homelessness and poverty.

UCC’s Fulton Street Emergency Shelter has operated since 1964 serving men and women aged 18
and older. The emergency shelter currently operates 24/7 to house guests due to the impacts of
COVID-19 and with expanded bedding during Code Blue emergencies. Guests are introduced to all the
resources available at UCC with one-on-one case management and services provided through
partnerships such as medical aid and rehabilitation programs.

Psychological Services
Mount Carmel Guild Behavioral Health System
This program provides psychological assessment and appropriate psychotherapy to clients from age three to adulthood. In addition, we provide specialized services to young children and to adolescents. Children and their families can receive individual psychological assessment, individual psychiatric assessment, individual psychotherapy, family therapy, play therapy, group therapy, and parenting skills counseling.

NCST Programs
Mentoring Through Case Management: Outreach Workers provide mentoring to youth and young adult ages 14-30 with achieving short term life goals.
Skilled and trained Outreach Workers are the linchpin to success of this initiative. Outreach Workers work individually and as a team to prevent community-based violence. We help residents with:
Hardship Assistance – Each participant has access up to $200 to address emergency needs.
Life Management Skills – Participants can receive up to 40 hour of life skills training and support.
Social Service Assistance – Participants are given assistance with acquiring birth certificates, Social Security cards, and other important personal documents.
Wellness Support – In partnership with the Department of Health and Community Wellness, participants are given access to confidential wellness evaluation and therapeutic counseling
Legal Support – In partnership with Rutgers University Newark Law Fellows, outreach workers and participants are provided with free legal services to address barriers to employment and self sufficiency.
Crime Survivor Support Services – In partnership with New Jersey Crime Victims’ Law Center, our advocates will facilitate the Victims Compensation Fund application process for mentees and survivors of crimes and connect them to support services.
Employment/Education Referrals – In partnership with Newark Jobs Connect and relationships with employers, participants are given priority referral and job training opportunities
High Risk Intervention (HRI): The High Risk Interventionist team’s primary responsibility is to respond to community based violence incidents based on intelligence from the community or law enforcement. HRI connects those engaged in violence to supportive counseling, crisis intervention assessment and mediation, referrals and resource information in order to restore peace and avoid arrest and incarceration.
Hospital Violence Intervention Program (HVIP): Outreach Workers are embedded in the University Hospital Trauma Center and connect victims and their families to supportive services Outreach workers also connect to the high risk intervention team and victim services in order to prevent repeat or retaliatory violence.
Safe Passage: NCST provides Safe Passage at schools with hot spots of violence surrounding select contracted schools. Outreach Workers are deployed in teams at key exit and entry points of the school, bus stops, stores and intersections where youth congregate in and around the school. Safe Passage allows Outreach Workers to develop relationships with the youth and their parents, intervene in and mediate potential conflicts, and ensure that students arrive to and from school in a safe and timely manner.
Trauma Recovery Center (TRC): The NCST Trauma Recovery Center (TRC) is a national award-winning program that is the first of its kind in Newark, NJ. It is designed to help victims of violent crime overcome barriers to accessing mental health treatment, health care, and legal resources in the acute aftermath of trauma. The TRC serves recent victims of violent crime, including survivors of physical assault, sexual assault, gunshot wounds, stabbings, domestic violence, and human trafficking.

NESF provides case management and direct assistance to low-income, the working poor and homeless individuals and families in greater Essex County. We provide the following programs and services:
Homeless Services
Our homeless Drop-In Center provides a safe and nurturing environment where homeless consumers can take showers, receive food, wash clothes and use the telephone as well as access our food and clothing pantry. The Center is staffed with experienced personnel who provide linkages to emergency shelters and other supportive services.
Supportive Assistance for Individuals and Families (SAIF)
Funded by the State of New Jersey, SAIF offers a safety net for those individuals who are receiving General Assistance and nearing their five-year lifetime benefits. Through intensive case management, life skills training, benefits counseling, referrals to job readiness programs and linkages to medical care and other counseling services, program participants are provided with the essentials to gain self-sufficiency. This program is referral-based by the Essex County Division of Welfare to NESF.
Prisoner Re-Entry Program
Funded through the City of Newark, NESF offers comprehensive re-entry services to the formally incarcerated. Our program includes long-term goal setting, case management, linkages to in-house services and programs, job readiness programs, housing information, referrals to medical care and other counseling services. If needed, program participants can receive short-term shelter vouchers, access to the food and clothing pantry, as well as furniture assistance referrals, obtaining proper identification and support in meeting their basic living needs.
Emergency Services
Through our centralized intake and initial assessment process, we provide supportive services to individuals and families experiencing financial hardships, such as; rapid re-housing for those experiencing homelessness, rental and mortgage assistance, security deposits, utility assistance and short-term shelter placements. Consumer interviews and eligibility determinations are by appointment only.
Central & West Ward Family Success Center
NESF is home to the Central and West Wards Family Success Center (FSC). Our FSC is a one-stop comprehensive resource center that promotes family unity and empowerment. The Center hosts monthly parent training workshops, grandparent support group, access to our community computer lab and direct emergency assistance. Program Initiatives include:
Fatherhood Program Initiative: This program assist fathers and any male age 13 and over to become a better individual and father. Through the 24/7 Dad Curriculum, our goal is to have fathers remain committed, responsible and involved in their children’s lives in a positive and interactive way by improving their knowledge, attitudes, and skills.
Grandparents Support Group: Our Grandparents support group provides supportive services to grandparents who are now rearing their grandchildren.
Food and Clothing Pantry
To alleviate nutritional shortfalls in families that are "food dependent," our agency has an on-site food and clothing pantry where consumers can receive weather appropriate clothing, food bags and food vouchers.
Additional Services
In partnership with the NJ Commission for the Blind & Visually Impaired and New Eyes for the Needy, NESF offers free eye screenings and corrective lens vouchers to eligible consumers. This service occurs on the 3rd and 4th Wednesday of every month. Consumers are seen on a first come, first serve basis. In partnership with Public Health Solutions, it allows our consumers to apply for reduced medical coverage on-site through the Affordable Healthcare Act.
As the primary source for New Jersey Career Connections' career navigation services, One-Stop Career Centers offer the most services and provide the most direction for jobseekers. They are staffed with qualified employment counselors to provide guidance for jobseekers. Other services, such as job training, are also offered at these locations.

The Latino Institute Inc. is a private, non-profit, charitable organization. Our mission is to serve as a bridge between the Latino community, and the educational, cultural, governmental, social, and economic institutions of society by providing accurate, factual, and timely information on the barriers and challenges affecting the education, growth, development, and well-being of that community and by developing, recommending, and advocating solutions and actions that may serve as a catalyst for change. Our particular interest is educational achievement for Latinos throughout the educational continuum and the promotion of Latino culture in America. The University Hospital (UH) Trauma Recovery Center is a 16-week program (which may be extended for those who need it) aimed at healing survivors’ injuries holistically by addressing them emotionally, physically, and socially.
Through targeted trauma-informed mental health services, we aim to support survivors in restoring the daily functioning that was disrupted by victimization. The goal is for survivors of trauma to successfully regain independence in all areas of their lives. Our program is staffed by Licensed Social Work Clinicians, Social Workers, and other supportive staff.
University Hospital’s Hospital-Based Violence Intervention Program (HVIP) works with community partners, as ONE, to decrease victimization in our community. Being a victim of crime increases a person’s chance of becoming a victim again.
University Hospital is home to New Jersey’s busiest Level 1 Trauma Center and the Hospital’s HVIP serves patients at University Hospital who have suffered an injury due to a violent crime, such as gunshot wounds, stabbings, and assaults.
In collaboration with Newark Community Street Team (NCST) and Newark Community Solutions (NCS), HVIP provides care coordination services to survivors of interpersonal violence.
Newark Emergency Services for Families, Inc. (NESF) provides programs and services to residents throughout Essex County. We provide support to our families and individuals in the community through many of our programs and services at NESF. Programs and services dual Homeless Drop-in Center, Emergency Housing Assistance, SAIF program, Re-Entry and off-site location Weequahic Family Success Center (WFSC). With our Intensive Case management and our referral network we are able to assist families and individuals who face multiply barriers to achieve self-sufficiency by providing them with the resources to maintain stable housing and income.
